Intcrim City Administrator <br /> <br />FROM: <br /> <br />Kristine Giga, Civil Engineer <br />Greg Hoag, Public Works Director <br /> <br />SUBJECT: <br /> <br />City Hall Parking Lot Expansion Discussion <br /> <br />BACKGROUND <br />The City Council has requested that staff review the possibility of expanding the parking lot at <br />City Hall to accommodate the additional parking needs of election days, town hall meetings, and <br />other well-attended City meetings. <br /> <br />DISCUSSION <br />The existing parking lot has 65 parking spaces, which includes three (3) handicapped stalls. Staff <br />has reviewed the City Hall site and has determined that the existing steep slopes and wetlands on <br />the northern portion of the property do not allow for expansion in these areas. The area that could <br />be considered for expansion is along the southern portion of the site, to the cast of the existing <br />entrance to City Hall. The attached exhibit shows an expansion of 45 parking stalls, with a turn- <br />around area at the end of the parking lot. <br /> <br />Staff reconllnends that the City Council consider the use of porous pavements, permeable pavers <br />or other Best Management Practice (BMP) for the overt1ow parking area. A preliminary cost <br />estimate for a pervious parking lot holding 45 spaces, as shown in the attaehed figure, is <br />approximatcly $150,000. Constructing a standard impervious parking lot of this size would cost <br />approximately $50,000: however, the runoff would need to be treated to meet Rice Creek <br />Watershed District standards, which would add approximately $ I 0,000 to this cost. <br /> <br />CONCLUSION <br />StafT is seeking f~lrther direction from the City Council on how to proceed. <br /> <br />\\i\'lclfo.inc!.us\ardcnhil Is\PR&PW\Enginccring\2008\ W orl.:Scssions\2-19.0S ~ l'dClllO _ ell _ Parl.:ing.doc <br />
