Joint City Council/Planning Commission Work Session
October 27, 2008
Former City Hall/Public Works Property Reuse RFP

The following ideas, concerns, and questions were posed at the October 27, 2008, joint City Council and
Planning Commission meeting regarding potential reuse of the former City Hall/Public Works property.

Land Uses:
. Rezone to a residential zoning classification such as R-3
. Have a combination of NB and R-3 zoning
. Use part of all of the property as a city park
. Consider neighborhood businesses (coffee shop, etc)
. Senior center
. Assisted living center/nursing home
. Medical building
. Gathering place/gazebo/courtyard area
. Include life cycle housing/work force/affordable housing
. Permit typical "work day" commercial uses for part of the property - no night activities
. Retail and restaurants are not appropriate
. No gas station
. No industrial uses
. No non-revenue generating uses (non-profits)
. Keep part of the land as city owned, future public work needs
. Something that meets the active living principles/healthy living

Design:
. No late night lighting
. Make part of the property a green buffer/park land
. Require a green area
. Greater setbacks from the residential areas
. Include height restrictions

Transportation:
. Should there be an access to Hamline Avenue?
. Could there be access through the existing town home association?
. What are the traffic impacts from different types of uses? What uses have a low traffic impact?
. What is the future of Hamline Avenue?
. Could there be a service road?
. Avoid u-turns on Highway 96

Environment:
. Drainage - need to be sensitive to stormwater and the wetlands
. Tree preservation is needed

General:
. Keep the RFP process open and moving forward
. Include development options in the RFP for the developer
. How much money does the City want for the land?
. What is the potential tax impact of development options?
. Is life cycle/work force/affordable housing needed?
