<br /> <br />Joint City Council/Planning Commission Work Session <br />October 27, 2008 <br />Former City Hall/Public Works Property Reuse RFP <br /> <br />The following ideas, concerns, and questions were posed at the October 27, 2008, joint City Council and <br />Planning Commission meeting regarding potential reuse of the former City Hall/Public Works property. <br /> <br />Land Uses: <br />. Rezone to a residential zoning classification such as R-3 <br />. Have a combination of NB and R-3 zoning <br />. Use part of all of the property as a city park <br />. Consider neighborhood businesses (coffee shop, etc) <br />. Senior center <br />. Assisted living center/nursing home <br />. Medical building <br />. Gathering place/gazebo/courtyard area <br />. Include life cycle housing/work force/affordable housing <br />. Permit typical "work day" commercial uses for part of the property - no night activities <br />. Retail and restaurants are not appropriate <br />. No gas station <br />. No industrial uses <br />. No non-revenue generating uses (non-profits) <br />. Keep part of the land as city owned, future public work needs <br />. Something that meets the active living principles/healthy living <br /> <br />Design: <br />. No late night lighting <br />. Make part of the property a green buffer/park land <br />. Require a green area <br />. Greater setbacks from the residential areas <br />. Include height restrictions <br /> <br />Transportation: <br />. Should there be an access to Hamline Avenue? <br />. Could there be access through the existing town home association? <br />. What are the traffic impacts from different types of uses? What uses have a low traffic impact? <br />. What is the future of Hamline Avenue? <br />. Could there be a service road? <br />. Avoid u-turns on Highway 96 <br /> <br />Environment: <br />. Drainage - need to be sensitive to stormwater and the wetlands <br />. Tree preservation is needed <br /> <br />General: <br />. Keep the RFP process open and moving forward <br />. Include development options in the RFP for the developer <br />. How much money does the City want for the land? <br />. What is the potential tax impact of development options? <br />. Is life cycle/work force/affordable housing needed? <br />
