City of Arden Hills - Comprehensive Plan - DRAFT <br />It is important to note that between 1998 and 2008, the City gained access to <br />much more accurate land use, surface water, and right-of-way data, which <br />accounts for much of the different in land uses between those years. For <br />example, the City did not lose 265 acres of residential area between 1998 and <br />2008. While some residential land lost to the right-of-way for the extension of <br />Katie Lane Hazelnut Park #3 subdivision that was approved in 2007, most of the <br />difference is due to better wetland data and more accurate land use <br />designations. Additionally, 126 acres were marked as vacant, which is mostly <br />residential land. <br />Since TCAAP did not come under development by 2008, the future land use data <br />from 1998 did not come to fruition. However, it is anticipated that development <br />will occur by 2020. The only notable land use change was the transfer of 112 <br />acres to Ramsey County for parks and open space uses. The change in total <br />TCAAP land use is almost entirely due to better wetland and lake size data. <br />The 1998 Comprehensive Plan had assumed that the TCAAP property would be <br />developed or in development by 2009, and it also assumed more of the property <br />would be developed than what is actually available. <br />6.3 Future Land Use Designations <br />There are fifteen future land use designations: <br />1. Low density residential (LDR) — traditional single-family residential land <br />use category. A density range of three to six units per acre is allowed. <br />2. Medium density residential (MDR) — apartment and townhome land <br />use category for providing densities of six to nine units per acre. <br />3. High density residential (HDR) — apartment and townhome land use <br />category providing for densities of nine to twelve units per acre. <br />4. Mixed Residential (MR) — provides for a variety of housing types and <br />densities in close proximity, including single-family detached homes, <br />single -attached homes, condominiums, townhomes, apartments, and <br />senior housing options. The minimum density would be three units per <br />acre with a maximum of up to 45 units per acre. This land use is used <br />on the TCAAP property. <br />5. Neighborhood business (NB) — neighborhood business designates <br />small, isolated areas for neighborhood commercial land uses when <br />they are compatible with surrounding residential uses. Commercial <br />uses that are high traffic generators, noise generators, or otherwise not <br />compatible with residential neighborhoods, are inappropriate. <br />DRAFT 21 <br />2/22/2008 <br />
