of Arden Hills - Comprehensive Plan - DRAFT <br />7. Housing <br />Goal. Develop and maintain a strong, vital, diverse and stable housing supply for all <br />members of the community. <br />To achieve this housing goal, the following policies are proposed: <br />Encourage the development of a variety of housing options by preserving and <br />increasing high-quality housing opportunities that are suitable for a mix of <br />ages, incomes and household types. <br />o Review City codes to consider and encourage a range of housing <br />opportunities and innovative site design. <br />o Encourage the incorporation of affordable, life cycle, and work force <br />housing into the TCAAP development and other housing development <br />opportunities throughout the City where feasible. <br />Maintain the quality, safety, and unique character of the City's housing stock. <br />o Promote the use of high quality materials in new housing construction to <br />minimize long-term deterioration of the housing stock. <br />o Ensure safety, livability and durability of the housing stock through <br />enforcement of the Minnesota State Building Code. <br />Preserve and strengthen the community's neighborhoods to maintain a high- <br />quality of life for residents. <br />o Educate property owners and residents on housing and property <br />maintenance codes. <br />o Explore the adoption of a rental licensing code to ensure the functionality <br />and maintenance of rental properties. <br />o Explore the adoption of an administrative fining program to deter ongoing <br />nuisance and property maintenance issues. <br />Encourage housing development and redevelopment that is complimentary <br />and enhances the character of the City's established neighborhoods. <br />o Develop regulations that prohibit the construction of housing that is not <br />compatible with the scale of the existing neighborhood. <br />o Develop standards for protecting lakes, wetlands, trees, and other open <br />spaces during redevelopments and infill projects. <br />o Consider establishing architectural guidelines for new developments and <br />redevelopments. <br />7.1 Introduction <br />One of the principal roles of a community is to serve as a place to live. In Arden <br />Hills, 23.1 percent of all of the land area in the community is currently used for <br />housing (not including TCAAP).
