of Arden Hills - Comprehensive Plan - DRAFT <br />Sampson Park — Add landscaping within the park to provide interest and <br />improve aesthetics. Detach the basketball court from the road pavement and <br />replace with a trail segment. Add trail signage for identification, including <br />the Elmer L. Andersen Memorial Trail designation. <br />Ridgewood Neighborhood Park (unofficial name) — Resurface tennis court. <br />Add benches for wildlife viewing. Add park sign. <br />Valentine Park — Add a looped trail around the inside of the park. Connect <br />existing recreational features to paved trails for ADA accessibility. <br />Reconfigure parking lot to detach park features from the parking lot <br />pavement. Add a new warming house/picnic shelter. Move the half basketball <br />court. Add screening for the outdoor bathroom facility. Complete drainage <br />study and complete drainage improvements for the future of the park. <br />9.4.2 Recreation <br />The City currently has an extensive recreation program. While the program has <br />been primarily focused on youth and adolescent activities, an increased need for <br />teen, adult, and senior activities was identified in the 2002 PTOS Plan as well as <br />the community meetings held for the 2008 Comprehensive Plan update. A study <br />needs to be undertaken to determine the demand for such program, the types of <br />program that are needed, potential funding sources, and the possibility of <br />collaborating with other public and private organizations. <br />9.4.3 Pathway Expansion and Upgrades <br />A number of neighborhoods in Arden Hills have pathways; however, in order to <br />provide a connected and complete pathway system in Arden Hills, additional <br />non -motorized paths are needed. While paths are very popular for recreational <br />purposes, there is also a growing demand for utilitarian pathways that connect <br />residential areas to destinations such as commercial areas, offices, parks, and <br />other popular places. Providing multiple destinations on a pathway system can <br />increase use, promote physical activity, and reduce motorized travel. The PTOS <br />Plan and the community has called for path to be constructed or for unofficial <br />path to be upgraded at the following locations: <br />o Snelling/Old Highway 10 corridor from Arden Hills/Roseville border to <br />Highway 96; <br />o County Road E between Old Snelling and Highway 51; <br />o County Road E between Lake Johanna Boulevard and New Brighton <br />Road; <br />o Lake Johanna Boulevard between Tony Schmidt Regional Park and the <br />Roseville border to Northwestern College; <br />DRAFT 42 <br />2/22/2008 <br />
