City of Arden Hills - Comprehensive Plan - DRAFT <br />• I -35W from TH 10 to TH 88 <br />• I -35W, South of CR D <br />• 1-694 from Western City Limits to Eastern City Limits <br />Capacity improvements are recommended on any roadway with a future level of <br />service of D, E, or F, as defined in the roadway capacity discussion within the <br />Transportation System Principals and Standards section. Roadways identified <br />above as near congested or congested are recommended to be monitored and <br />programmed for capacity improvements when necessary. Roadways that are <br />periodically congested are generally identified as providing an acceptable level of <br />service (volume to capacity ratios definition?). <br />Safety and Mobility <br />Congestion analysis shows I -35W and 1-694 as the roadways with significant <br />congestion. The rest of the existing transportation system throughout Arden Hills <br />is primarily periodically congested, with areas that are near congested. Of <br />primary concern to the City of Arden Hills is the congestion on TH 51/Hamline <br />Avenue, south of 1-694 and the county roadways at the interchanges with I -35W. <br />This indicates that the congestion on 1-35W is impacting the county roadways <br />that have access to it. As 1-35W becomes more congested, more traffic will likely <br />use TH 51 or other adjacent minor arterials as an alternate route, which may also <br />become congested. <br />A planning -level analysis of the existing transportation system in Arden Hills was <br />completed and included evaluating crash records for accident trends, the types of <br />accidents most commonly occurring, and where accident trends may exist. In <br />the five-year time period from January 1, 2002, through December 31, 2006, <br />there were 2,305 crashes on the roadways within or adjacent to the City of Arden <br />Hills. The locations with high crash rates are primarily on the county and state <br />highway intersections. Locations with the highest crash frequency are on 1-694 <br />with TH 51, and 1-694 with I -35W. Additionally, there are high crash rates along <br />1-35W and 1-694 at every interchange location. <br />Other locations off the freeway with high crash frequency are the intersections of <br />TH 10 with CSAH 96, CSAH 96 with Hamline Avenue (CSAH 50), CSAH 96 with <br />Lexington Avenue (CSAH 51), Lexington Avenue (CSAH 51) with Grey Fox <br />Road, and Hamline Avenue (CSAH 50) with CR F (CSAH 12). Of the 2,305 <br />crashes, 170 included injuries, 405 had possible injuries, and 1730 involved <br />property damage only.
