<br />ARDEN HILLS CITY COUNCIL WORKSESSION - January 22,2008 <br /> <br />3 <br /> <br />Mr. Jim Tolaas, Ramsey County, stated that $7 million in federal funds were received for <br />the grade separation of Highway 10 and County Road 96. <br /> <br />Public Works Director Hoag reported the decision to remove the signals at the <br />intersection, replace local access, and develop concept plans has been made. He reported <br />public involvement has included two major community meetings, meetings with <br />neighborhood groups, and numerous Council worksessions. He stated the next step is to <br />obtain Council approval of an interchange concept so Mn/DOT can begin preliminary <br />design; conduct a NEP A process to address social, environmental, and economic impacts; <br />and refine the preliminary design to consider options to reduce impacts, develop accurate <br />construction costs and consider project phasing options. He stated this process would take <br />about 24 months before construction begins. Public Works Director Hoag presented the <br />process to date for the proposed projects. <br /> <br />Mr. Chris Roy, Mn/DOT presented the Mn/DOT design concept option. He displayed <br />aerial photos as reference and pointed out the options discussed. He presented two <br />phasing concepts that would allow the City to build the project in phases based on <br />funding and need. He indicated this type of analyses would be done during the <br />preliminary design. He stated the interchange option would need to be determined prior to <br />selecting a phased option. <br /> <br />Councihnember McClung questioned who would be in charge of the interchange project. <br /> <br />Mr. Roy replied the lead agency would be in charge and indicated that the lead agency is <br />the City of Arden Hills. <br /> <br />Councihnember Holmes commented she thought the purpose for phasing was to not <br />begin Phase 2 until all households had been relocated. <br /> <br />Mr. Roy replied the preliminary design would be required to determine the impacts and <br />the right-of-way requirements. He stated there would be fewer impacts during Phase 1 of <br />the project. <br /> <br />Councilmember Grant commented that he understood there is a greater cost involved with <br />the phasing option versus doing it all at one time. He questioned what the additional cost <br />might be. <br /> <br />Mr. Roy replied the cost would be about 10 to 20 percent greater to do the phasing <br />options. <br /> <br />Mr. Roy reported the state funding opportunities include Mn/DOT's offer to design the <br />Highway 10/County 96 grade separations, other in-kind services related to the design and <br />construction of the local access interchange would be pursued such as a State bonding <br />request for local access interchange, and other grants such as a cooperative agreements <br />and local roads projects through Mn/DOT. <br />
