<br />Comprehensive Management Study <br />of the Saint Paul Deparhnent of Fire and Safety Services Final Report <br /> <br />Deployment Option 4 - Long Term Master Plan: This is the most aggressive <br />alternative and requires long-term planning. Under Option # 4 there would be 13 strategically <br />located stations, not 16 as there are now_ This option includes all of the operational staffing <br />changes in this study, including the elimination of two squads_ Under Option 4, 115 personnel <br />would be on duty and each of the 13 medic units would be independently staffed. Other changes <br />under this option include: <br /> <br />. <br /> <br />Eliminating two of the three rescues and merging special operations under one <br />remaining technicaV heavy rescue located at Station 8; <br />Closing Station 20 and relocating Ladder 20 to Station 23; <br />Relocating Ladder 10 to Station 19 when Station 19 is rebuilt; and, <br />Eliminating Station 7 (Engine 7) and relocating Ladder 7 to Station 17. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Our strategic plan recommendation is to implement Option # I immediately, followed by <br />Option # 2. After Option # 2 is implemented and the organizational development process is <br />completed, Option # 4 can be implemented. Other important recommendations include: <br /> <br />. Conduct a thorough analysis of the staffing factor, including military deployments <br />and other absences; <br />. Develop and implement a risk management program that includes mandatory pre- <br />planning of all high-risk structures: and, <br />. Change the dispatch protocols to reduce the number of units dispatched on <br />automatic alarm calls. <br /> <br />SUPPORT SERVICES <br /> <br />There are 27.6 FTE positions assigned to support activities: 16_0 to equipment services <br />and 6.6 to facilities maintenance. Five FTE positions are assigned to training. Recommendations <br />for Support Services are as follows: <br /> <br />Training - <br /> <br />. Add a training assistant (captain) to the fire academy; <br />. Discontinue training new recruits to the hazmat technician level, reserve this level <br />for those assigned to special operations: <br />. Develop a formal, prioritized plan for future facility needs of fire training; <br />. Hire a non-uniformed half-time technician (0.5 FTE) for fire academy <br />maintenance, breathing apparatus, ladder testing, hose testing, fit testing and <br />similar programs; <br />.
