<br />ARDEN HILLS CITY COUNCIL - March 10, 2008 <br /> <br />DRAFT <br /> <br />12 <br /> <br />Councilmember Holden stated that she would like MnJDOT to do this but if they <br />did a mitigation study and the study doesn't meet the standards, then the cost can be <br />responsibility of the City. The Council may want the report and to review all the <br />information prior to making this type of change. <br /> <br />Councilmember Grant stated that this should be the responsibility of MnJDOT, <br />not the City, and he would like to see the final sentence in this section stricken <br />entirely. <br /> <br />Councilmember McClung agreed with striking the final sentence under City <br />Perspective. <br /> <br />Mayor Harpstead stated that a second draft could be drawn up that considers <br />eliminating the last sentence or possibly suggests an obligation by MnJDOT for the <br />noise mitigation. <br /> <br />Mayor Harpstead pointed out that there are restrictions on what the State funds <br />can be used for with noise mitigation. <br /> <br />Councilmember Grant stated concerns with MnlDOT and a noise abatement <br />study. They may come in and do a study then make a change and not do additional <br />studies after the change has occurred. He suggested the City should request the <br />standards or guidelines that MnlDOT uses so that the City is aware of what they are <br />dealing with. <br /> <br />Councilmember Holden asked Kristine Giga what the standards may be for sound <br />mitigation. <br /> <br />Civil Engineer Giga stated that she did not know at this time. <br /> <br />Mayor Harpstead asked that Staff get the specific noise standard requirements. <br /> <br />Councilmember McClung stated that because things tend to get complicated <br />quickly, he would suggest that the City needs technical expertise to assist them. <br /> <br />It was the consensus of the City Council, in regard to MnlDOT Project, Interstate <br />694-35E to 35W, that they would like to tighten the obligation portion of noise <br />mitigation in the City Perspective section. <br /> <br />Councilmember Holden stated that in addition she would like to say that when the <br />project does come forward there would be other comments and that the issue with <br />noise mitigation is not the only issue the City has. <br />
