Project <br />manager Bill Weber- will utilize <br />several tested techniques in the <br />Small Area Plan for the 8-2 <br />District. <br /> <br />Our Approach to <br />Downtown Planning and Design <br /> <br />We would conduct the Arden Hills B2 Small Area Plan with these ideas <br />in mind: <br /> <br />I . Effectively Involve the Public and Agencies <br />2. Physical Planning and Design <br />:I. Address traffic and parking <br />4. Understand downtown market potential <br />5. Think Implementation from the Start <br />6. Assign an Experienced Project Manager <br />7. Collaborate with City staff. <br /> <br />I . Effectively Involve the Public and Agencies <br /> <br />Need <br />It goes without saying that leaders and citizens from the City must <br />understand the plan and generally endorse it in order for it to be effective <br />and usable. Thus, public participation and communication will be the <br />most important element of the planning process. <br /> <br />Response <br />Effective public communicatioll and participation will be key to <br />resolving difficult issues and creating an acceptable plan for the B2 <br />District. We propose to use several methods to listen to local ideas and <br />concerns, to generate alternatives and to formulate an acceptable plan. <br />The public engagement techniques that we propose to use includes: <br />Meetings and design charettes with a citizens advisory committee <br />(approximalely one per month) <br />. Interviews with key property owners. <br />. Meetings with the City Planning Commission and/or City Council <br />(beginning, middle and toward the end of the process) <br />Public <'open house" presentation combined with a fonnal <br />presentation with questions and answers; PowerPoint presentations <br />Draft plan documents <br />.
