<br />Proiect Proposals <br /> <br />There were six planning firms that sent a notification of intent to submit a proposal. Of the six <br />firms, four planning firms submitted proposals by the February 28, 2008, deadline: <br /> <br />Firm Cost <br />Biko Associates $ 49,520 <br />MFRA $ 63,005 <br />SRF $ 79,334 <br />Landform $ 80,355 <br /> <br />No proposals were submitted after the deadline. The four proposals were distributed to the City <br />Council via compact disk prior to this meeting. Please contact City Hall for free electronic <br />copies of the proposals. <br /> <br />Recommendation <br /> <br />Upon reviewing the four proposals, Staff is recommending that the City negotiate a contract with <br />MFRA for the planning services described in their February 28, 2008, proposal for a price not to <br />exceed $63,005. While MFRA did not have the lowest cost proposal, their proposal provides the <br />most services for the City's planning needs at the best price. In addition to meeting the <br />requirements of the RFP, MFRA did an excellent job of describing their work program, public <br />participation process, and end product. MFRA will be the primary consultant; however, they <br />have partnered with three other firms for specialized services: Maxfield Research, Inc., Hay- <br />Dobbs, P A, and Spack Consulting on the small area plan. <br /> <br />Maxfield Research will be working on the market analysis portion of the small area plan. The <br />proposal includes two options: a general overview analysis and an in-depth market analysis. <br />Staffs opinion is that the general overview analysis meets the needs of the current planning <br />process. Staff does not recommend pursuing the "in-depth market analysis" option at this time <br />(page 4-5 of the proposal), which would add $21,050 to the project cost. <br /> <br />Hay-Dobbs is an architecture, urban design, planning, and interior design firm. They will be <br />assisting on the design standards and development character portion of the small area plan. <br /> <br />The City Engineer has reviewed all four proposals and has concluded that the MFRA proposal <br />offers the highest level of traffic/transportation analysis at the stated price, which would be <br />completed by Spack Consulting. <br /> <br />Staff did contact all five ofMFRA's references, which includes four cities and a former chair of <br />a citizen advisory group for a planning process in which MFRA was the planning firm.
