<br />City of Arden Hilts - Comprehensive Plan - DRAFT <br /> <br />5. TwiN CIIIES ARMY AMMUNITION PLANr (TCMP) PROPERTY REDEVELOPMENT <br /> <br />Goal: Develop TCAAP in a way that accommodates a mix of land uses that is <br />sensitive to the natural environment, economically sustainable, and compatible with <br />the existing neighborhoods in Arden Hills. <br /> <br />5.1 Introduction <br /> <br />The former Twin Cities Army Ammunition Plant (TCMP) property occupies <br />approximately the northern one-third of Arden Hills covering about 3.7 square <br />miles (2,370 acres). The property is bounded by Highway 96 on the south, <br />Highways 10 and 35W on the west, Lexington Avenue on the east, and County <br />Road I on the north. In 1941, the federal government started construction on <br />the property for munitions production during World War II and ultimately for the <br />Korean and Vietnam Wars. The entire TCAAP property was included in the <br />Arden Hills municipal border when the City incorporated in 1951. <br /> <br />Plans to redevelop portions of the TCMP property had been in the works since <br />at least the 1980s when decommissioning of the plant started. However. it was <br />not until 1994 that the federal government formally declared 774 acres of the <br />TCAAP area as excess property that was to be sold. In order to have a more <br />proactive and holistic planning process for the excess property, the City, along <br />with a selected private developer, entered into a purchase agreement with the <br />federal government in 2007 to purchase 585 acres of land adjacent to Interstate <br />35W and Highway 10 (Map). <br /> <br />Other pieces of former TCMP property have already been transferred or sold to <br />other governmental entities, including 70 acres to the Minnesota Department of <br />Transportation, 154 acres to Ramsey County (including the 112 acre Rice Creek <br />corridor), and 6.9 acres to the City of Arden Hills. The remaining 1,560 acres <br />has been leased to the Minnesota National Guard and is expected to remain <br />under federal ownership for the foreseeable future. <br /> <br />In preparation for redeveloping the 585 acres that will be sold to the City, the <br />City has undertaken a community planning process to determine how that <br />property should be reused. Previous redevelopment concepts had assumed <br />that more than 585 acres of the TCMP property would be redeveloped; <br />however, as the market has changed, so to have the potential mix of land uses <br />for the property. While a final land use plan will not be approved in time for <br />inclusion in this Comprehensive Plan, the most recent unapproved concept plan <br />from 2007 has been included to help provide context to the Plan (Figure X).
