City of Arden Hills - Comprehensive Plan - DRAFT

5.3 Arden Hills Army Training Site (AHATS)

The area of TCMP that is being retained by the federal government has been
leased to the Minnesota National Guard for training purposes. While much of
the area will remain open space, the National Guard is in the process of
developing a master plan for a training facility that would be located on the north
and west sides of the Ramsey County/Arden Hills Public Works Facility at the
Hamline Avenue and Highway 96 intersection (Map). Since the training facility
would be located on federal land, they are likely not required to obtain
permission from the City for planning or construction purposes. However, the
City does seek to maintain a working relationship with the Minnesota National
Guard on planning activities and to potentially collaborate on a community
center as part of the training facility.

5.4 Redevelopment Timeline

While the redevelopment timeline has not been fully determined, construction is
not anticipated to begin before 2009. The project is likely to be completed in
phases over a ten to twenty year period; however, the development tirneline will
depend on market conditions. Once the City establishes a complete
redevelopment plan for TCMP, a more detailed redevelopment timeline will be
developed.

DRAFT
4/18/2008

23
