City of Arden Hills - Comprehensive Plan ~ DRAFT

6.4.8 Staged Development

As previously noted, the development timeline for the proposed TCMP
redevelopment is not yet known. The land uses provided in this
Comprehensive Plan for TCMP have not been approved by the City and
have only been included to provide context for the reuse of the TCMP
property. Commercial or residential development on TCMP is unlikely to
start before 2009 with completion before 2030 depending on market
conditions. Once a land use plan for the TCMP property is approved, a
staged development plan that addresses land use and infrastructure
impacts in five year increments will be included with an amendment to this
Comprehensive Plan. The entire property is within the Metropolitan Urban
Service Area (MUSA).

The areas south of Highways 96 and 10 are considered fully developed.
While a small amount of vacant land exists in the developed portion of the
City, development on the vacant land is unlikely to have a significant
impact on the City's or Metropolitan Council's infrastructure.

6.5 2030 Regional Development Framework

On January 14, 2006, the Metropolitan Council adopted the 2030 Regional
Development Framework to guide growth in the seven county metropolitan area
through 2030. The Framework includes regional growth policies and it defines
the community role in achieving these policies. The policies that are applicable
to Arden Hills include:

Policy 1: Work with the communities to accommodate growth in a flexible,
connected and efficient manner.
Policy 2: Plan and invest in multi-modal transportation choices based on the full
range of costs and benefits, to slow the growth of congestion and
serve the region's economic needs.
Policy 3: Encourage expanded choices in housing location and types, and
improved access to jobs and opportunities.
Policy 4: Work with local and regional partners to conserve, protect, and
enhance the region's vital natural resources.

The City of Arden Hills supports these policies and the vision, goals, and policies
identified in the City's Comprehensive Plan seek to support and advance the
Metropolitan Council's 2030 Regional Development Framework.

DRAFT
4/18/2008

35
