City of Arden Hills - Comprehensive Plan - DRAFf

o County Road E over Highway 51 - The existing bridge is very narrow
and unsafe for pedestrians or bicyclists. This location is a key connection
between the east and west portions of the City. The City should work with
Ramsey County and MnDOT to either expand or reconstruct the bridge to
create adequate pedestrian and bike crossings or build a freestanding
bike and pedestrian bridge near the vehicle bridge.

In conjunction with Ramsey County and MnDOT, grade separated crossings of
major roads and railroads is one of the more important actions the City can take
to improve the path network, increase safety, enhance access to parks,
encourage increased physical activity, and help tie the community together. The
following connections and improvements, some of which are noted in the above
list, are recommended from the 2002 PTOS Plan and the community meetings:

o Highway 96 - A trail underpass shouid be installed at a selected location
between Highway 10 and Lexington Avenue. The grade-separated
connection would provide access to City Hall, the TCMP area, and the
developed portion of the City south of Highway 96. A trail crossing of
Highway 10 should also be incorporated into the Highway 96 and 10
intersection when it is rebuilt.

o Highway 10 - There are two potential grade separated crossing locations
along Highway 10. The first potential crossing is just south of Royal Hills
Park and the other is within TCMP north of Highway 96. A minimum of
one grade separated crossing must be built.

o Interstate 35W - There are two potential locations for a pedestrian and
bike bridge over Interstate 35W. At least one crossing should be
constructed. A significant option is to convert the existing railroad bridge
located just north of Interstate 694 to a pedestrian/bike crossing. This trail
would connect the Round Lake area to the City of New Brighton trails and
Long Lake Regional Park. A second trail option is proposed to be located
north of Highway 96 to conneclthe TCMP area with Long Lake Regional
Park.

o Interstate 694 - There are two potential locations for pedestrian and bike
connections over Interstate 694. Both connections are critical to a north-
south pathway in Arden Hills.
. Lexington Avenue - While there is a pathway on the Shoreview
side of the Lexington Avenue bridge, there is not a path on the
Arden Hills side of the bridge. When the Interstate 694
reconstruction occurs, a pathway should be provided at this
location.

DRAFT
4/18/2008

57
