City of Arden Hills - Comprehensive Plan - DRAFT

o Round Lake Trail Easements - The remaining easements should be
acquired to complete the trail around the west and south sides of Round
Lake".

9.5 TCAAP Park and Recreation Opportunities

The proposed redevelopment of the TCAAP property is likely to include a large,
central community park as well as an undetermined number of smaller
neighborhood parks and open spaces. Of the 585 acres that are part of the
proposed TCMP redevelopment, 118.9 acres are tentatively planned to be
used for parks and open spaces. Approximately 112 acres has already been
transferred to Ramsey County, which includes Rice Creek. The County is
currently constructing a pathway on both sides of the Creek that will eventually
be an important connection to the rest of the City through TCMP.

In the northeastern corner of the property, 76.5 acres is proposed to be
dedicated for public use (map). While the exact public use of this area has not
been determined, it is known that this area will not be developed. This area is
likely to include some type of regional athletic use, such as ball fields or soccer
fields.

The remaining 42.4 acres are anticipated to be used for community parks,
gathering spaces, and open spaces. The preliminary land use design for the
TCAAP property includes a large park in the central part of the property and a
number of small neighborhood parks along the eastern boundary (map). The
exact layout and use of these parks has not been determined: however, they are
likely to be focused on local park and recreation needs.

As part of the TCMP redeveiopment planning process, a detailed park, open
space, and pathway plan is being prepared, which will likely be incorporated into
this Comprehensive Plan upon completion.

9.6 Implementation Strategies

9.6.1 Priority Selling

To help ensure continued progress on implementing this Plan, a long-term
priority list must be set by the City. With the priorities laid out, the City will be
able to make spending determinations on an annual basis and coordinate
improvements with other projects such as road improvements.
