City of Arden Hills - Comprehensive Plan - DRAFT Hills serve areas that are fully developed, and the land use patterns in Arden Hills are not expected to significantly change, except on the TCMP property. However, an increase in traffic on these corridors is expected due to the future growth in the northern part of the City and the future growth in adjacent communities. The existing pattern of rights-of-way and development setbacks present challenges for significantly improving the existing level of service on some roadways through roadway capacity improvements. The forecasted 2030 average annual daily traffic volumes are illustrated in Figure 4.7 - 2030 Forecasted Average Daily Traffic Volumes and also in Appendix D. The following roadway improvements that directly impact Arden Hills are in the State and County Transportation Improvement Programs: 2009: CSAH 96 from Old Highway 8 to TH 10 - Reconstruction 2012: 1-694 from East of 1-35W to East of Lexington Avenue - Grading, surfacing, and improvement from a 4-lane freeway to a 6-lane freeway and correction of weave at TH 10/51 Deferred from Ramsey County 5-Year TIP: County Road D from Cleveland Avenue to Fairview Avenue - Reconstruction The forecasted average annual daily travel demands approach or exceed daily capacities on several corridors.
