<br />City of Arden Hills - Comprehensive Plan - DRAFT <br /> <br />The current proposed interchange on TH 10 should improve the operations along <br />TH 10 and also CSAH 96 near TH 10. This interchange would enable a <br />separation of the traffic on each corridor, improving operations to both. <br /> <br />11.3.3 Functional Classification Needs <br /> <br />Due to the developed nature of the City of Arden Hilis, together with the <br />community's pallern of water features and freeway facilities, there are minimal <br />opportunities to expand the local roadway system in the developed areas of the <br />City and develop additional continuous routes through the City. The area with <br />the most opportunity for new roadways is the Twin Cities Army Ammunition Plant <br />(TCMP) property. As the TCMP area is developed, there is an opportunity to <br />provide effective routes for traffic, including the proposed county collector from <br />CSAH 96 to CR H. This will be needed as the TCMP property produces more <br />trips throughout the area. Other roadway continuity improvements are not <br />anticipated. The City will review redevelopment plans with the option to consider <br />opportunities to improve continuity or improve/consolidate accesses. <br /> <br />11.3.4 Multimodal Transportation Opportunities <br /> <br />It is important for the community to plan for the ability to accommodate <br />multi modal activities (i.e. transit, pedestrian, and bicycle) on all non-local <br />roadways to provide other opportunities to move about the City and beyond. <br /> <br />11.3.4.1 Transit Service <br /> <br />Significant changes to the existing transit opportunities are not anticipated: <br />however, the City is supportive of exploring additional transit options. With <br />increasing fuel costs and depleting oil supplies, the demand for transit <br />opportunities is likely to increase. <br /> <br />The City will continue to be supportive of the park-n-ride lot on CR H and any <br />expansion of the lot, which is used by Arden Hills' residents. The City will <br />evaluate the need for future park-n-ride opportunities along with any <br />redevelopment proposals where feasible. The City supports pursuing transit <br />options for Northwestern College, Bethel University, Mounds View High <br />School, and large employers such as Boston Scientific, Land 0 Lakes, and <br />the businesses along Round Lake Road and Gateway Boulevard. Bus or <br />other transit service to the Twin Cities Army Ammunition Plant (TCMP) site <br />wili also be needed when it is developed.
