City of Arden Hills - Comprehensive Plan - DRAFT The current proposed interchange on TH 10 should improve the operations along TH 10 and also CSAH 96 near TH 10. This interchange would enable a separation of the traffic on each corridor, improving operations to both. 11.3.3 Functional Classification Needs Due to the developed nature of the City of Arden Hilis, together with the community's pallern of water features and freeway facilities, there are minimal opportunities to expand the local roadway system in the developed areas of the City and develop additional continuous routes through the City. The area with the most opportunity for new roadways is the Twin Cities Army Ammunition Plant (TCMP) property. As the TCMP area is developed, there is an opportunity to provide effective routes for traffic, including the proposed county collector from CSAH 96 to CR H. This will be needed as the TCMP property produces more trips throughout the area. Other roadway continuity improvements are not anticipated. The City will review redevelopment plans with the option to consider opportunities to improve continuity or improve/consolidate accesses. 11.3.4 Multimodal Transportation Opportunities It is important for the community to plan for the ability to accommodate multi modal activities (i.e. transit, pedestrian, and bicycle) on all non-local roadways to provide other opportunities to move about the City and beyond. 11.3.4.1 Transit Service Significant changes to the existing transit opportunities are not anticipated: however, the City is supportive of exploring additional transit options. With increasing fuel costs and depleting oil supplies, the demand for transit opportunities is likely to increase. The City will continue to be supportive of the park-n-ride lot on CR H and any expansion of the lot, which is used by Arden Hills' residents. The City will evaluate the need for future park-n-ride opportunities along with any redevelopment proposals where feasible. The City supports pursuing transit options for Northwestern College, Bethel University, Mounds View High School, and large employers such as Boston Scientific, Land 0 Lakes, and the businesses along Round Lake Road and Gateway Boulevard. Bus or other transit service to the Twin Cities Army Ammunition Plant (TCMP) site wili also be needed when it is developed. As the City's population ages, the City will continue to work with Metro Transit and senior community services to ensure needs are being met. DRAFT 4/18/2008 87
