City of Arden Hills - Comprehensive Plan - DRAFT <br />National Guard is in the process of developing a long-term master for the AHATS <br />property. <br />While the AHATS master plan has not been finalized it is anticipated to include a <br />would be located on the north and west sides of the Ramsey County/Arden Hills <br />Public Works Facility at the northwest corner of the Hamline Avenue and <br />Highway 96 intersection (Map) <br />The potential impacts of the AHATS master plan have not been fully evaluated <br />but it will increase use and workers on the National Guard property. The City <br />seeks to maintain a working relationship with the Minnesota National Guard on <br />planning activities and to potentially collaborate on a community center as part of <br />the training facility. <br />5.2.3 City of Arden Hills <br />In 1994, the federal government formally declared 774 acres of the TCAAP <br />property as excess that was to be sold. In order to have a more proactive and <br />holistic planning process for the excess property, the City, along with a private <br />developer, entered into a purchase agreement with the federal government in <br />2007 to purchase 585 acres of land adjacent to Interstate 35W and Highway 10 <br />(Map). <br />Various redevelopment plans have been in progress since the early 1980s, <br />including the Vento Reuse Plan and the Framework Vision. Redevelopment <br />plans have continued to evolve as transfer of the land to the Cit has neared In <br />2007 the City initiated a more detailed communis planning_process to better <br />define how the 585 acres should be redeveloped While a final land use plan will <br />not be approved in time for inclusion in this Comprehensive Plan it is known that <br />approximately 49 acres will be transferred to Ramsey County for a wildlife <br />corridor connecting Rice Creek to the AHATS property and a 76.5 acres will be <br />used for an undetermined public use <br />Once the City adopts a land use redevelopment plan the Comprehensive Plan <br />will be amended to include all of the redevelopment data including approved <br />land uses housing densities transportation infrastructure traffic generation <br />parks open spaces and water resource data In preparation for that <br />amendment, this Comprehensive Plan includes the overall vision for the <br />DRAFT 21 <br />5/1/zoos <br />Deleted: plan fora training facility <br />that would be located on the north <br />and west sides of the Ramsey <br />County/Arden Hills Public Works <br />Facility at the Hemline Avenue and <br />Highway 96 intersection (Map). <br />Deleted: Since the training facility <br />would be located on federal land, they '.. <br />are likely not required to obtain <br />permission from the City for planning <br />or construction purposes.
