City of Arden Hills - Comprehensive Plan - DRAFT
department. The County is constructing a pathway, the Rice Creek North
Regional Trail, along the Creek. The trail is anticipated to be completed in the
summer of 2008. This regional trail will eventually be an important connection to
the rest of the City through TCAAP.
9.6 Implementation Strategies
9.6.1 Priority Setting
To help ensure continued progress on implementing this Plan a flexible priority
list will be created by the City. One tool to advance this chapter is to create a
flexible priority list. With the priorities laid out, the City will be able jpetter able to
assess fund balances and make informed spending decisions and coordinate
improvements with other projects such as road improvements. The priority list
will need to be regularly evaluated Jo measure progress and to adjust the list LO
accommodate funding availability, changing circumstances and changing
priorities. A fully functioning and complete park and pathway system adds to the
attractiveness of the City and to the values of property owners.
While a long-term priority list will help the City in the decision making process
and help plan for future expenses, the list must be flexible. As new local and
regional projects, needs, and opportunities arise, it may be necessary to adjust
the list to take advantage of opportunities that may not yet be known. ,
9.6.2 Partnerships
Developing partnerships with other public and private organizations is an
important tool for implementing this and other chapters of the Comprehensive
Plan. With scarce resources and increasing demands, searching for
partnerships to reduce costs, increase efficiency, and expand services is
necessary. Working with adjacent cities the Metropolitan Council Ramsey
County, businesses, higher education institutions and other stakeholders may
lead to better and more efficient implementation of this Chapter.
EWrmatted: Indent Left: 0"
(Deletetl Q. - -_---
Formatted: Bullets and Numbering 11
Formatted: Indent: Left: 0.5"
j Deleted: To help ensure continued
progress on implementing this Plan, a
1 long -tens priomy list must be set by
the City.
Deleted: to
'1 Deleted: makes
Deleted: determinations on an
annual basis
Deleted: on a yearly basis t
Deleted: with
(Deleted:all---- -'
( Deleted: Creating a project list eachI
yearwill also help the Parks, Trails,
and Recreation Committee focus on
implementing high priority projects.
Deleted: A priority list will require
City Council and PTRC discussion
and cooperation.¶
MNDOT & Ramsey County Transportation —Coordinating with NtnDOT and Deleted: The city should work with
Ramsey Countypublic Works will help ensure hat pathway additions and Deleted Tmnsportabon
crossings are in their transportation master plans, included in reconstruction Deleted to make sere
projects, and are a priority for funding and implementation in their capital -----
improvement plans (CIP).
- IFormatted: Font (Default) Anal 10
Ramsey County Parks and Recreation —With regional facilities in Arden Hills and
connecting to City pathways, it is important to coordinate with the County.
