<br />ARDEN HILLS CITY COUNCIL - April 14, 2008 <br /> <br />18 <br /> <br />Councilmember Holmes stated that a factor that has not been considered with Alternative 4 is <br />the City would be able to put the southern leg going into TCAAP back where they wanted it. <br /> <br />Mayor Harpstead stated that the addition of a road would also add to the cost. He also stated <br />that if the Council wished to further discuss the addition of this road then they would need to ask <br />for further analysis. <br /> <br />Councilmember Grant asked if the plans assumed that TH I 0 goes over or under County Road <br />96. <br /> <br />Councilmember Holmes stated that is was over. <br /> <br />Councilmember Grant asked if the position of north or south on the interchange would make a <br />difference. <br /> <br />Mr. Chromy stated that there may be weave issues, congestion issues and safety issues created <br />by moving this closer to 35W. <br /> <br />Conncilmember Holmes asked if other than expense are there any engineering flaws with <br />Alternative 4. <br /> <br />Mr. Chromy stated that cost is always an issue and from a drivability standpoint the sharper <br />curve towards 35W may present issues in the future. <br /> <br />Mayor Harpstead stated that cost is an issue and Council does need to pay attention to the total <br />costs. He stated that the City should try to find some way to accommodate those residents <br />between what they may be expecting currently and the $500,000 best case scenario. He stated <br />that he would be in favor of Alternative I with the understanding that the City does right by <br />those citizens whose homes will be impacted. <br /> <br />Councilmember McClung asked where the City was going to get the funds. <br /> <br />Councilmember Holden stated that she would like to see an analysis on Alternative I and <br />Alternative 3. She also asked what further analysis Councilmember Holmes would need in order <br />to make a comparison. <br /> <br />Councilmember Holmes stated that the construction costs are the numbers that should be <br />compared and that the impact to North Heights would be favorable versus impacting Arden <br />Manor. <br /> <br />Councilmember McClung stated that due to the costs involved the City needs to decide and <br />only do this process once. He stated that his preference at this time was for Alternative 3. <br /> <br />Mr. Chromy stated that it was not good use ofthe City's resources to continue to evaluate as the <br />documents presented were about as objective as they could evaluate at this time. <br />
