<br />ARDEN HILLS CITY COUNCIL-April 14, 2008 <br /> <br />2 <br /> <br />2. PUBLIC INOUlRIES/INFORMATIONAL <br /> <br />Mayor Harpstead opened the public inquiries/informational at 7:03 p.m. <br /> <br />Ms. Christy Effinger, 1969 Banyan Street, Arden Manor Residents Association, stated that no <br />study had been done to find out if the signalized intersection for TCAAP would work and that <br />Chris Roy is denying this option. She stated that the Council had voted that the City would like <br />this considered and looked at. The residents feel that a study should be done and that Bolton & <br />Menk should address this. She also stated that Senator Chaudhary and Representative Knuth had <br />agreed to facilitate a meeting with all the concerned citizens of Arden Manor and Briarknoll, <br />MnDOT, Ramsey County and the City Council. The residents would like to have this meeting <br />before the City reaches a decision regarding the alternatives for THIO being presented tonight. <br />The residents would also like to talk with Bolton & Menk regarding these alternatives and their <br />impact. She also stated that regarding sound abatement that the City Council had stated that if <br />there was no noise abatement included in the plans for Highway 10 then the City would no <br />longer support the flyover of Highway 10 over County Road 96. She asked if MnDOT refuses to <br />pay for the noise abatement because it was not cost effective would the City stand by its <br />decisions and not support the flyover. <br /> <br />Councilmember Holden asked if Senator Chaudhary and Representative Knuth were going to <br />get the meeting together. <br /> <br />Ms. Effinger stated that she was working on getting this meeting arranged. <br /> <br />Ms. Cheryl Fish, 2059 Todd Drive, asked for clarification regarding the role of Bolton & Menk <br />and if they had been hired to do an independent study of noise abatement. <br /> <br />Mr. Russ Adams, Director, Alliance for Metropolitan Stability, 2525 East Franklin Avenue, <br />Minneapolis, stated that he felt the Council should not make quick decisions regarding the <br />alternatives presented for TH I 0 even though Staff and Bolton & Menk were looking for <br />direction. He encouraged additional open dialogue with the residents and Bolton & Menk. He <br />stated that he had heard that MnDOT would have to rebuild Highway lOin the section between <br />TCAAP and Arden Manor and asked if these costs were considered in Alternative #1. He <br />restated the importance of continuing to have open dialogue with the residents and letting them <br />be a part 0 f th e process. <br /> <br />Councilmember Holmes asked for clarification regarding the area of Highway 10 that may be <br />rebuilt and where Mr. Adams had heard this information. <br /> <br />Mr. Adams stated that he assumed the area was from 35W to County Road 96 and that the <br />Mayor had raised this as a possibility in a meeting with the residents. <br /> <br />Mayor Harpstead stated that he had not made a statement that this was happening but rather <br />asked the question and has not received an answer yet. <br /> <br />Mayor Harpstead closed the public inquiries/informational at 7:12 p.m. <br />
