City of Arden Hills - Comprehensive Plan - DRAFT

maintenance a community concern. If Arden Hills' existing neighborhoods are
going to remain attractive places to live, owners will need to continue maintenance
and reinvestment efforts.

Encouraging housing maintenance can be done in two ways, either through
voluntary efforts or through regulatory requirements. Many communities rely on
both. Ideally, all residents will maintain their property in a sound and attractive
manner. Realistically, however. a small percentage of properties will not be
adequately maintained and in such cases. they can have a significant negative
impact on surrounding properties and even the neighborhood as a whole.

Arden Hills relies primarily on individual owners to maintain property. The City has
nuisance provisions in its local code, it enforces the Minnesota State Building
Code, and the International Property Maintenance Code was adopted in 2007. As
was noted in the housing policies, the City stands ready to consider the adoption of
a rental licensing code should it become necessary. Additionally, Arden Hills will
continue to work with programs offered by county, regional, state and federal
agencies as appropriate. Such programs are more iimited than they were in the
past due to changes in priorities and reductions in funding.

7.5 Future Opportunities

While Arden Hills does still have a number of smaller, infill vacant parcels south of
Highway 96, future housing opportunities will largely come from the development of
the TCMP site. TCMP offers an unparalleled opportunity to create an exciting
mix of housing integrated with employment, entertainment, recreation and transit
service. A definitive pian for TCMP is not part of this comprehensive plan update
but will be addressed in a subsequent amendment.

As it is currently envisioned, TCMP will include approximateiy 350 acres of
development area. Although not yet approved, the concept plan in 2007 included
168 acres of residential development and a potential for 1.750 housinq units. The
development would have an average gross density of at least six units per acre;
however. density will vary throuqhout the residential portion of the redevelopmenL
This deveiopment area has the potential to accommodate single-family housing on
a range of lot sizes, manor homes, townhomes, apartments, condominiums and
senior housing. The remaining developable land on the TCMP site may
accommodate retail uses, offices, a hotel, a variety of civic uses, parks, and other
open spaces.

The residential component of the TCMP site will offer a future mix of housing that
will compliment Arden Hills' current supply of predominately single-family detached
housing, It will provide opportunities to address the changing needs of the local

DRAFT
5/15/2008

( Deleted: with ~~-

r Deleted: ,with the potential for as "i..
high as 43 units per acre in select i
,-areas. ___._)

45
