CSAH 51/Lexington Avenue from Tanglewood Drive to CSAH 96 <br /> <br />Generally, the recommended Geometric Design Standards and associated right- <br />of-way width requirements illustrated in the Geometric Design Standards should <br />maintain the corridor's capacity to accommodate the forecasted traffic volumes <br />on the City's roadways. Table 4.1 - Roadway Types and Capacities identifies <br />various roadway types and the daily capacities that the given roadway can <br />accommodate. <br /> <br />Capacity improvements are recommended on any roadway with a future level of <br />service of D, E, or F, as defined in the roadway capacity discussion within the <br />Transportation System Principals and Standards section. Roadways identified <br />above as near congested or congested are recommended to be monitored and <br />programmed for capacity improvements when necessary. Roadways that are <br />periodically congested are generally identified as providing an acceptable level of <br />service. <br /> <br />11.3.2 Roadway Safety & Mobility Needs <br /> <br />Many of the roadways within and adjacent to the City of Arden Hills are in need <br />of capacity improvements by 2030 due to the anticipated growth throughout the <br />area. This is due not only to growth within the City of Arden Hills but also growth <br />within adjacent cities and other cities along the freeway and highway corridors. <br />With this increase in development and increase in traffic, an increase in <br />congestion is expected for most roadways throughout Arden Hills. Improvements <br />are recommended for Hamline Avenue, Lexington Avenue, and the interstate <br />freeways. The expansion and reconstruction of 1-694 will improve operations, <br />especially from 1-35W to TH 10, even with the increased traffic expected by 2030. <br />The other areas of 1-694 will likely be congested as much as they are today by <br />2030. Since the primary roadways providing significant mobility within the City of <br />Arden Hills are county and state roadways, the City will need to coordinate with <br />the State and County on roadway improvements. <br /> <br />Collector roadways carrying greater than 1,500 vehicles per day have volumes <br />that tend to create potential conflicts between vehicles, bicycles, and <br />DRAFT 87 <br />5/15/2008 <br />
