TroDie flow that currently <br />travels south on '1'1-110 to east on CR 96 would necd to divert to the 1-35W/CR 96 interchange or othcr <br />local routes. Growth in background traffic and new trips associated with the TCAAP site would increase <br />travel demand for this critical movement. Even with signalization orIhe ramp intersections, unacceptable <br />delays would be experienced for traffic exiting southbound 1-35W at CR 96. The southbound TH ] 0 exit <br />to the Local Access interchange, along with the west frontage road connection to CR 96, arc critical <br />clements necessary to maintain acceptable traffic operations. <br /> <br />H.ccommendations <br />We reeolllmend the City of Arden I-Jills endorse the rull constnletion or the TH 10 Local Access <br />Interchange and West Frontage Road to CSAI-I 96 by 2012 with initial phase of the TCAAP development <br />and grode separation ofTH 10/CSAH 96. Phasing of access at this location would result in unacceptable <br />traffic operations at nearby intersections. This may require temporary improvements to mitigate <br />unacceptable traffic operations and result in higher project costs. <br />
