ARDEN HILLS CITY COUNCIL - May 12, 2008

15

Public Works Director Hoag explained that the data that has been collected needs to be
reviewed and compiled in order to better know where the City needs to allocate resources in
order to be the most effective.

Mayor Harpstead asked Chuck Janski where the City should set its priorities.

Mr.. Chuck Janski, of Bonestroo, provided the Council with a review of the studies that have
been completed and the studies that are still in progress. He explained to the Council that at this
time based on the information that has been gathered there has not been anyone area or problem
that will reduce the amount of the 1&1. He also stated that staff was working in the right
direction by working on televising the sewer lines, rehabilitating manholes, smoke testing, flow
meters, and lift station calibration. A combination of repairs from these programs will assist the
City in obtaining its final goal of reducing the surcharge.

Councilmember Holden requested copies of the maps be provided to the Council.

COllncilmember Holmes asked if it would be more beneficial to the City to have more of a
focus on one or two projects rather than several at one time. She also stated that a progression of
projects should be provided.

Mr. JaDski explained that some projects could not advance under drought conditions like those
suffered last year and this was an opportunity to work on other projects that may not be able to
advance this year or may even be completed before the other projects can advance. He also
explained that at this time) all the resources are being spent on identification, not solutions and
that this year staff was focusing on smaller areas in order to better identify the problems.

Councilmember Grant asked what the estimated cost would be to rehabilitate the one hundred
manholes. He also asked if these manholes have been identified and if staff has a way of
tracking information on these manholes for future reference.

Mr. Janski stated that the estimated cost for the rehabilitation would be $50,000.

Public Works Director Hoag stated that the manholes have been identified and that staff does
have a paper trail pertaining to manholes but they are currently working to put this information
into a database or spreadsheet format so that it can be more readily obtained.

Councilmember Holden asked if the data could be entered by a summer student or seasonal
worker.. She also suggested that staff look at bringing in such a person to assist in compiling this
information

Public Works Director Hoag explained that some of the data could be entered easily but much
of the information was either technical or may be difficult to translate.

MOTION: CounciJmember Grant moved and CounciJmember McClung seconded
a motion to Authorize Staff to Hire an Additional Seasonal Part-Time
