In order for the condition to comply with the Zoning Code, the City must amend its <br />Code to set up alternative design criteria and allow antenna operators to construct and maintain <br />their own structures. <br />Ground Mounted Structures <br />Presently, Section 1325.09, Subd. 613, of the Zoning Code currently reads: <br />B. Screening City water tower sites. <br />1. Antennas attached to the water tower must be painted to match the <br />color of the water tower. <br />2. Ground mounted structures. <br />a. Red Fox Tower. The City will landscape the site to adequately <br />screen the existing ground structures at the time of the amendment <br />of this Code. All future applicants will conform to the City's <br />landscaping plan of the lot. The City will construct a ground <br />structure to house all future applicants requiring ground mounted <br />structures following amendment of this Code. Applicants will lease <br />space on the tower and within the ground mounted structure, as <br />specified in the lease agreement. No additional ground structures <br />will be permitted on this site. <br />b. Fernwood Tower. The City will construct a ground structure to <br />house all future applicants requiring ground mounted structures <br />following amendment of this Code. Applicants will lease space on <br />the tower and within the ground mounted structure, as specified in <br />the lease agreement. No additional ground structures will be <br />permitted on this site. <br />Ground Mounted Structures Amendment <br />Staff contacted the planners of several surrounding communities to find out if other City's <br />maintain ownership of the equipment structures for antennas located on public land. All of the <br />communities stated that they did not. Staff then examined the Zoning Codes of these <br />communities to determine different methods for regulating the design and screening of these <br />structures.
