The legislature of the State of Minnesota has, in Minnesota Statutes Chapter 104 and M.S.A. 462.357, delegated the responsibility to local governmental units to adopt regulations designed to minimize flood losses. Therefore, the city council of Arden Hills, Minnesota does ordain as follows. (Ord. No. 218, § 1(A), 5-26-81) Sec. 9.5-2. Findings of fact. (a) Existence of flood hazards.
