The applicant or any one of, ita owners, partners,, <br /> directors, stockholders, officers, managers, em- <br /> ployees, agents or interested parties has had <br /> within five (5) years of the date of the application <br /> been denied a license for a similar activity to the <br /> one sought to be licensed or had such a licenae <br /> revoked or suapended in or by any community or <br /> political subdivision of the State of Minnesota or <br /> by the State of Minnesota itself; <br /> d. The applicant has not fully and truthfully <br /> answered all of the information required by the <br /> application. <br /> In the event the council denies the application, the <br /> clerk-administrator shall furnish the applicant with a <br /> written document advising him of the denial and <br /> specifying the factual bases and reasoning upon <br /> which the denial was predicated. No application for a <br /> license which has been denied by the council shall be <br /> resubmitted for a period of at least one (1) year from <br /> the date on which the application was denied. <br /> (5) Approval; imposition of conditions. The council may <br /> approve an application for.the issuance or renewal of <br /> a license on the basis of a determination that the <br /> public health, morals, safety or welfare will not be <br /> adversely affected by the proposed establiahment, <br /> taking into account one or more of the factors set forth <br /> in subsection (a)(3) hereinabove, and in granting or <br /> renewing a licenae may impose such reasonable <br /> conditions and restrictiona on the manner and <br /> circumstances under which the licensed activities are <br /> to be operated so as to preserve the public peace and <br /> protect the public health, morals, fety and welfare. <br /> (b) Personal Service Licenaes; Masseurs and Masseusea. <br /> (1) Procedure. The clerk-adminiatrator shall place any <br /> application for a personal service license hereunder on <br /> the agenda of a meeting of the city council no less <br /> than forty-five (45) days after the date of the <br /> application.
