The owner or occupant of such <br /> premises shall be billed the costs of such mechanical <br /> treatment, and in the event of nonpayment of such bill <br /> within thirty (30) days of the date thereof, the council may <br /> then assess the amount due, plus interest, in the manner <br /> provided in section 27-59 hereof. <br /> The forester shall notify, in the manner provided in <br /> section 27-56 hereof, each owner or occupant of real estate <br /> within the city of the date after which ahade trees on his <br /> property shall be chemically or mechanically treated, which <br /> date shall not be less than five (5) days from the date of <br /> mailing such notice.
