Quorum; compelling attendance. <br /> <br /> At all meetings of the council, a majority of the council <br /> members shall constitute a quorum to do business, but a <br /> minority may adjourn from day to day and may compel the <br /> attendance of absentees unless a reasonable egcuse be <br /> offered. (Ord. No. 1, Rule 3, 3-26-51) <br /> Sec. 2-34. Authority of mayor generally. <br /> The mayor shall preserve order and decorum and shall <br /> decide questions of order subject to an appeal to the council. <br /> The mayor may make motions, second motions, or speak on <br /> any question; provided, however, that in order to do so, upon <br /> demand of any one councilman, he shall vacate the chair <br /> and designate a councilman to preside temporarily. The <br /> mayor shall be entitled to vote like other members of the <br /> council. (Ord. No. 1, Rule 5, 3-26-51) <br /> See. 2-35. Voting generally. <br /> When a question is put by the chair, every member present <br /> shall vote unless for special reasons the council shall excuse him; <br /> but if interested, he shall not vote. In doubtful cases the chair <br /> may direct, or any member may demand that a division be taken. <br /> The yeas and nays shall be called upon a requisition by the chair <br /> or any member, in which case the names of the members voting <br /> are required to be recorded in the minutes.
