All other uses are permitted only after the issuance <br /> of a Special Use Permit as provided in Section VII-C ofJhis Ordinance. <br /> The General Flood Plain District includes the entire flp"od plain and <br /> does not differentiate between those areas that are floodway and those <br /> areas that are flood fringe. Secause of this, the City Council shall <br /> determine whether the proposed use in the floodway or flood fringe <br /> using procedures established in Section VII-C3. If it is determined <br /> that the use iies in the floodway, the provisions of Section IV of this <br /> Ordinance shall apply.
