No gerson, firm, or corporation shall directly ~ or in rec y ar by means of any device keep for retail sale, sell at i-etail or otherwise dispose of any cigarette or eigarette • wrapper at any place in the Village of Arden Hi1Zs unless a license shanhave first been obtained in accordance with provisions of thi s ordinance Q SECTION 2.
