General Provisions. <br /> 1.1 Purpose. This Ordinance is enacted for the purpose <br /> and with the intent to regulate the use of the Arden <br /> Hills Parks System b_y r.?embers of the pukalic in order <br /> to promote the fullest use and enjoyment of the <br /> System by the public in general and the citizens of <br /> the City in particular, to insure safety for persons <br /> and property in connection with the use of the <br /> System, to harmonize and integrate the varying uses <br /> of the System, to protect puhlic property and <br /> resources for posterity, and to enhance the general <br /> health, safety and welf_are of the citizens of the <br /> City. <br /> 1.2 Definitions. <br /> a. "City" shall mean and refer to the City of <br /> Arden Hills, Ramsey County, Minnesota. <br /> b. "Council" shall mean and refer to the City <br /> Council of the City. <br /> c. "Open Space Site" sha11 mean and refer to any <br /> , pu}alic park including the narking area and <br /> driveways appurtenant thereto, any pathway, <br /> any trai_l, or any ather similar public open <br /> space area owned, improved, maintained, <br /> operatPd or otherwise controlled bv the City, <br /> or by the County of RamseV, or by any other <br /> public agency. <br /> . d. "System" shall mean and refer to all of the <br /> open space sites located within the City. <br /> e. "Director" shall mean and refer to either the <br /> Farks and Recreation Director of the City or <br /> its Clerk-Administrator. <br /> f. "Per_son" shall mean and ref_er to any individual, <br /> firm, partnership, corporation or association <br /> of persons. <br /> g. "Department" sha11 mean and refer to the Parks <br /> and Recreation Department of the City. <br /> h. "npen Space Waters" shall mean and zef_er to <br /> any shoreline included in the System and those <br /> waters lying within 350 feet and immediately <br /> abutting such shoreline. <br />
