OR9Hfk*CE N8: i6C ° AN ORDINANCE REGULATIfJG THE OPERATION OF TAkICABS DOING BUSINESS IN ARDEN HILLS, I~ PROVIDING FOR LIGENSING OF SUCH TAXICABS AND IMPOSING PENALTIES FOR VIOLATION: The Village'COUncil oi the Village of Arden Hills does hereby ordain as follows: - - Section 1. Definitions. TFefollowing tlefiniTions applyto the terms used in this Ordinance: (a) ""faxicab" means any motor yehicle used in the carrying of persorl5 for hire, wheTher over a fixed route or noT, and whether operating from a straet sfand or subject to calls from a garoge or elsewhere, but ex- cluding GovernmenT-owned vehicles, vehicles regularly used by undertakers in carrying on their husiness, or yehicles controlled and regulatedby the Public Service Commission of the 5fate of Minnesofa or other regulaTOry body of the StaTe-of MinnesoTa. - (b) "SireeT" means any public sireei, alley, avenue, court, bPidge, lane or publicplace for highway inYhe Village of qrden Hills.- (c) "Operator" means any person owning or having conTrol of the use of one or more taxicabs as tlefined herein. (d) "DOing business in Arden Hills" means thaT the operator of a Taxicab (l) MainTains a garage, office or place W business in Arden Hills, or (2) Regularly receives calls at any location in Arden Hills for the dispatch of his taxicabs. Section 2. License Requiretl. Operators of Taxicabs doing business in Arden Hills as defined herein must obtain licenses for any W Their taxicabs prior To using the same on any gireeis in Arden Hills. Application for a license shalf be made To the Clerk-AdministraTOr of Arden Hills and shall contain the full name and address of the ownee and-or operator, if differenf, the class and passenger-wrrying capacity of the vehicle, the StaTe license plaTe number of the vehicle, the name of the Frolder of legal tifle to the vehicle if other ihan the ap- plicant,,the address and-or telephone number of the Arden Hills IocaTion.of the operation, and such oTher information as the Clerk-AtlminisTrator may reasonably require: - -I Section 3. License Fee. The annual license fee shall be $50 for each taxicab licensed by the aperator. Hereafter license fees for taxicabs under this ordinance shall be includetl in the ordinance esTablishing Table of License Fees (Ord. No. ISt, as amended), and reference to such ordinance is hereby made for adtlitional information. Section 4. Insurartce Required.Tne applicant for licensing hereuntler musT file with the Village a liability insUrance policy or certificaTe thereof showing coverage with an insurance company auThorizetl To do busine55 in the5tateof MinnesoTa, which coverage shall be aT leasf the following: S100,000 public liability for each person; 8300,000 public liability for each accident; and $50,000 property damage public IiabiliTy. Such policy or certificate thereof must cover the Taxicabs licensetl in Arden Hills and must provide for noTice of cancellation Thereof To be given Arden Hills at IeaST 30 days before the cancellation shall be effective, antl failure To keep adequate insurance as provided herein in full force and effect aT all times shall be grounds for immediaTe cancellation of any license issued hereunder. Section S. Operating Order and Equipmenf. All taxicabs To be licensed'hereunder must be equippetl -.vifh taximeters plainly visible to riders therein and all faxicabs must be in good running ortler and in full conformance To all applicable Federal and StaTe laws and ordinances of This Village. Section 6. Penalties. Any violaTion W This Ordinance shall be deemed a misdemeanor punishable by a fine of not more Than 8300 antl-or 90 days in jail, and in addiTion Thereto a violaTion shall be cause for cancellation of any license-issued hereunder: Section 7.Effeetive Dafe. This Ordinance shall be in full force and effect from and after ,lanuary 1, 1973, but not before its passage and publication. Passed by the Countil of Arden Hills This 13th day of November, 1972.
