In the event the City Council denies the <br /> <br /> application, the Clerk-Administrator shall <br /> furnish the applicant with a written docu- ~ <br /> . ment advising him or her of the denial and <br /> specifying the factual bases and reasoning ' <br /> upon which the denial was predicated. No <br /> application for a license which has been <br /> denied by the Council shall be resubmitted <br /> fox a period of at least one (1) year £rom <br /> the date on which the application was, <br /> clenied. <br /> <br /> <br /> <br /> Section 9.^ Construction, 1Kaintenance, Operational and <br /> Employment Requirements. <br /> <br /> (a) Construction. Sauna <br /> rooms and massage rooms shall each have <br /> a't least fifty (50) square feet of clear <br /> floor area.
