<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />17 <br /> <br />Councilmember Grant stated that there had been a comment about TCAAP and <br />how much affordable housing there would be and if this was on the record. He <br />stated that it was too early in the process with TCAAP planning, so the exact <br />specifics of what, where and how many could not be determined. <br /> <br />Mayor Harpstead stated that he was in favor of a mixed use development with life <br />cycle housing and affordability within the TCAAP property. <br /> <br />Councilmember Holden stated that she would like to go through the Position <br />Paper and one of the things missing was the City had requested that Highway 10 <br />going north have a right turn lane going onto County Road 96 and this was not on <br />the Concept Plan. <br /> <br />Mr. Chromy stated that this request is more related to the County grade separation <br />project and this was forwarded to Ramsey County as part of the Position Paper. <br /> <br />Mayor Harpstead asked if this was an element that was precluded as part of the <br />preliminary design phase. <br /> <br />Mr. Chromy stated that this would be an item that would be evaluated as part of <br />the preliminary design. <br /> <br />Councilmember Grant asked if the City was approving the TCAAP interchange <br />and access or the Highway 1 0 and County Road 96 project or both. <br /> <br />Mr. Chromy stated that currently they are looking for approval of the Concept Plan <br />for the local access interchange and they are not looking for endorsement of <br />Highway 1 0 and County Road 96 at this time. <br /> <br />Councilmember Grant stated that the Highway 1 0 and County Road 96 <br />intersection is proposed to be grade separated in the Concept Plan and approving <br />Local Access Interchange concept would be in essences approving the MnlDOT <br />plan of converting Highway 10 to a freeway.. He stated that the local access to <br />TCAAP was important, and this Concept Plan did not provide adequate access. <br /> <br />Mr. Chromy stated that the local access interchange would be consistent with <br />MnlDOT's vision for Highway 10. City endorsement of the local access <br />interchange concept would also provide Ramsey County the direction they need to <br />begin the preliminary design of the Highway I 0 and County Road 96 grade <br />separation project. Without city endorsement of the local access interchange, <br />Ramsey County will need to reassess local access at Highway 1 0 and County Road <br />96 <br />
