<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />22 <br /> <br />Mr. Chromy stated that in other projects that he has worked on that include grade <br />separation, the decision of which road goes over has more to do with the existing <br />terrain. The lower existing elevation of County Road 96 west of Highway makes it <br />easier for Highway 1 0 to go over. Because of these grades, a larger footprint and <br />greater impacts would be expected if Highway 1 0 would be cut under County Road <br />96 in this area. <br /> <br />Mayor Harpstead asked if Mr. Chrorny had seen grades relative to one another <br />change during the preliminary design or if this was a variable that was still open. <br /> <br />Mr. Chromy stated that he would not expect a change in the decision to have <br />Highway 1 0 pass over County Road 96 at this point. The grades could change a bit <br />during preliminary design but not substantially. <br /> <br />MOTION: Councilmember Holden moved and Councilmember Holmes <br />seconded a Motion to Approve Resolution 2008-032 Approving the <br />Concept Plan for a Local Access Interchange on Trunk Highway 1 0 <br />North of County Road 96. <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holmes seconded a <br />motion to amend the second Whereas in the Resolution to include: <br />including but not limited to: 1. Noise abatement, 2. Position of CR 96 <br />related to the impact on Arden Manor, and 3. Local pedestrian access <br />to the neighborhoods. The motion carried (3-2 - Councilmember Grant <br />and Councilmember McClung). <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holmes seconded a <br />motion to amend the fourth Whereas .of the Resolution before the <br />semicolon to include: with the further addition of a right exit from <br />north Trunk Highway 10 to eastbound County Road 96. <br /> <br />City Administrator Moorse asked to clarify if this was stating there would be or it <br />would be considered, would this be a deal breaker for the City. <br /> <br />Mayor Harpstead clarified stating this would be an addition to be made to the <br />drawing. He also stated that there would be a number of elements brought forward <br />during preliminary design where additional discussion would be needed and this <br />would be another one of those issues. <br /> <br />The motion for the amendment carried (4-1 - Councilmember McClung) <br />
