<br />Current Physical Conditions <br /> <br />· The site of the former Twin Cities Army Ammunition Plant approximately two miles <br />to the northwest via Highway 51 and US Highway 10; the development lnaster plan <br />for that 585 acre site includes various types of housing, office buildings, hotel, retail <br />and service commerciil buildings, neighborhood parks, a major community park, and <br />a wildlife corridor. <br /> <br />The study area is bounded by the Soo Line - Canadian Pacific Railroad tracks on the <br />north, Highway 51 on the west and east, respectively, and Harriet Avenue on the south. <br /> <br />Figures I and 2 illustrate the boundaries of the study area. <br /> <br />Current land Use, 2008 <br /> <br />The Vicinity <br /> <br />Immediately north of the study area is a corridor owned by the Soo Line - Canadian <br />Pacific Railroad Between the railroad tracks and 1-694 along the east side of Highway <br />51 is a district of industry and offices; along both sides of the Lexington Avenue frontage <br />are retail commercial areas including a Super Target store on the Shoreview side. <br /> <br />Immediately south of the study area is a neighborhood of townhouses and single-family <br />homes. <br /> <br />The east side of Lexington Avenue is lined with retail and office buildings. West of <br />Highway 51 is a residential neighborhood. <br /> <br />The Study Area <br /> <br />The 2008 pattern of land use in the study area is illustrated by Figure 3 and the photos on <br />the subsequent pages. Most of the study area and the majority of the County Road E <br />frontage are occupied by retail and service businesses. There are also districts of offices <br />and industry. The industrial area is somewhat of an extension of the industry north of the <br />railroad tracks. A district of multiple - family housing exists in the southern portion of the <br />study area, providing somewhat of a transition to the residential neighborhood further <br />south. <br /> <br />Notable elements of current land use include: <br /> <br />· Arden Plaza Shopping Center: a retail, service and office development with access <br />from Lexington A venue and County Road E. An application was submitted by the <br />owner in 2007 to amend the Planned-Unit Development agreement in order to remove <br />the three office buildings and build a 15,000 square foot Walgreen's pharmacy, a <br />(small) 16,000 square foot retail store and a two-story 14,000 square foot retail and <br />office building (directly east of the Frattalone's Hardware store).
