<br />Introduction and Summary <br /> <br />site. That is, the committee, affected landowners, staff and consultants have come to a <br />consensus in principle on site plans and revised access design that will allow a moderate <br />amount of redevelopment on the Arden Plaza site with manageable short-term traffic <br />impacts. Longer-term, a scheme is proposed to allow further development on both the <br />Arden Plaza and Holiday Inn sites using a signalized intersection at a new location on <br />County Road E. <br /> <br />Intersection of County Road E, the Holiday Inn Site and the Arden Plaza <br />Driveway <br /> <br />After the first round of redevelopment, the driveways on County Road E for the Holiday <br />Inn site and the Arden Plaza site will experience significant delay and queuing in the p.m. <br />peak hour even though the overall intersections will operate within traffic engineering <br />standards. From a traffic engineer's perspective, this is acceptable as an interim situation <br />because it is not expected to pose a safety problem and little queuing is anticipated on <br />County Road E. Long term, the queuing will impact the vitality of the redevelopments <br />and could lead to safety problems. <br /> <br />Therefore, those driveways should be realigned midway between Pine Tree Drive and <br />Lexington Avenue to provide a four-legged intersection that could be controlled with a <br />traffic signal. Left turn lanes and shared right/through lanes should be built on the new <br />north and south legs of the intersection to provide adequate egress. The signal should be <br />installed when agreement is reached with the most directly affected land owners and <br />when the traffic volumes at the intersection meet the criteria for installing a traffic signal <br />per the Minnesota Manual on Uniform Traffic Control Devices. When the traffic signal <br />is installed at the new intersection it will operate at LOS B in the 2030 Build p.m. peak <br />hour. This leaves capacity to accommodate significantly more redevelopment as long as <br />the traffic from the redevelopment is focused at the signalized intersection. <br /> <br />A process is proposed for coordinating the construction of the median in County Road E <br />(and its restrictions on left turns) with the redevelopment of adjacent properties and new <br />driveway locations. <br /> <br />Implementation Program <br /> <br />A preliminary cost estimate for a complete package of traffic, streetscape, pedestrian and <br />bicyclist improvements along the new Lake Johanna Boulevard was prepared and totals <br />$2.0 minion. That total includes $0.5 million for a pedestrian and bicyclist bridge over <br />Minnesota Highway 51. Potential funding sources include: <br />· City general funds <br />· Special assessments on benefiting properties <br />· Private sources <br />· Municipal State-Aid funds <br />· T ax increment financing <br />· Tax abatement <br />· Ramsey County funds <br />· Grants. <br /> <br />1-5 The New lake Johanna Boulevard <br /> <br />7 October <br />
