■ Comprehensive set of design guidelines for both private and public improvements will <br />help ensure a high quality of physical improvements <br />■ The land use plan calls for moving beyond several outmoded developments and using <br />land in ways that are more consistent with the important role that this corridor may play <br />in Arden Hills. <br />■ Overall, the plan guides the way for the next major step in the evolution of the corridor <br />from "County Road E" to "Lake Johanna Boulevard" and a stronger sense of community <br />center. <br />■ A detailed copy of the traffic study report is available upon request. Ramsey County has <br />been consulted in the redesign of their road. <br />■ A preliminary cost estimate for a complete package of traffic, streetscape, pedestrian and <br />bicyclist improvements along the new Lake Johanna Boulevard was prepared and totals <br />$2.0 million. (That includes $0.5 million for a ped -bike bridge over Minnesota Highway <br />51.) <br />■ The citizens advisory committee has been closely involved every step of the way and <br />fully supports the draft plan. <br />■ There were several site plan and staging sketches prepared for the Arden Plaza site that <br />were not included in the plan document but can be made available for the discussion. <br />Although prior meetings have referred to this as the B2 District Small Area Plan, the working <br />title is the "Master Plan for the New Lake Johanna Boulevard." There are not any technical <br />differences between a small area plan and a master plan. <br />Comments and Additional Changes to Attached Draft <br />The City Council reviewed the draft Plan at their September 15, 2008, work session, and a <br />community meeting was held on September 18, 2008. The compiled results from the community <br />meeting are included in Attachment C. <br />Although the City Council cannot formally vote at work session, they did provide guidance and <br />comments for the draft Plan. These comments have not yet been incorporated to the draft Plan, <br />but they include: <br />• Reducing potential building height from six to four stories; <br />• Elaborating on the short and long term implementation strategies; <br />• Soften, replace, and/or better explain the image on 5-6 to look less intense; <br />• The transportation improvements are critical over the long-term; <br />• Work with Shoreview to continue new road name farther east; <br />• Clarify the use of the word "urban." <br />Although the draft Plan looks formal, it is still a draft and changes can still be made. <br />City of Arden Hills <br />Planning Commission Meeting for October 1, 2008 <br />I Whdocs]IAIAHdatalPlanningl Community DevelopmentlB2 Small Area Plan MeetingslOct 12008 PCMeeting1100108 - B2 Small Area Plan - <br />PC Memo.doc <br />Page 3 of 4 <br />
