<br />Rental Licensing/Registration Discussion <br />Summary of minutes <br />6/5/2008 <br /> <br />Meeting started at 6:00 PM. <br /> <br />In attendance at the meeting were: <br />. Karen Albert, resident / rental owner <br />Beverly Aplikowski, resident / former mayor <br />Elwood Caldwell, resident / Arden Hills Townhome Association <br />Kristy Effinger, resident / Arden Manor <br />Pamela Hanson, resident, / Arden Hills Townhome Association <br />Bruce A. Kunkel, resident / Vice President for Campus Services, Bethel University <br />Clay Larson, Planning Commission Chair and resident <br />Mark Nagel, resident <br />Sgt. Kevin Otto, Ramsey County Sheriff <br />Rob Peifer, resident/ owner of Park shore Apartments <br /> <br />Staff: <br />Meagan Beekman, Planner I <br />Noah Simon, Assistant City Administrator <br />Amy Schmidt, City Attorney <br />Dave Scherbel, Building Official <br /> <br />Following introductions of attendees, Noah gave a summary of last meeting, and outlined <br />the intent and objective of to day's meeting. <br /> <br />Ms. Hanson made the announcement that the Arden Hills Townhouse It;sociation had <br />amended their bylaws to include registering rental properties. <br /> <br />Ms. Aplikowski stated that identifying owners of rental properties was important. The <br />property owners can not always rely on the police department to address all of their <br /> <br />. . <br />nUIsance Issues. <br /> <br />Sgt. Otto stated that the Sheriff s department does and will respond to nuisance calls. <br /> <br />Mr. Scherbel stated that a driving force behind exploring a rental licensing program, was <br />to help give staff another tool to address complaints the City was receiving about homes <br />being converted to rentals for college students. He stated that two of the most frequent <br />complaints dealt with parking and the number of occupants living in a home. Mr. <br />Scherbel also stated that the City had adopted new regulations trying to address these <br />complaints. One regulation that was adopted is that no more than four vehicles can be <br />parked on a driveway in a residential area. The other regulation was that no more than <br />four unrelated persons can live in a home. <br />
