ARDEN HILLS CITY COUNCIL WORK SESSION - SEPTEMBER 17,2008

9

Councilmember Holden asked if the park land would be dedicated by the
developers.

Ms. Kvilvang stated this was the case or that it would be handled by the
homeowners association.

City Administrator Moorse indicated an estimate of the population that was being
served by the parks would need to be determined to help establish the amenities
needed within the parks.

Ms. Kvilvang stated this could be reviewed through the housing number estimates
and demographics. She indicated the housing developer could have parameters set
to meet the needs of the neighborhood as well.

Councilmember Grant stated he would be more in favor of manicured parks than
a natural setting.

Mayor Harpstead stated the natural setting was provided within the 49 acres of
the wildlife corridor.

Councilmember Grant stated he would like information on the economic benefits
of manicured versus natural parks. He indicated the value added would be useful
information in future decision making.

Ms. K vilvang thanked the Counc,il for their comments stating staff and consultants
would work together to prepare for the next meeting where information will be
brought back for Council decision.

2. COUNCIL COMMENTS AND REQUESTS

Councilmember Grant questioned what information staff has about Fannie Mae
due to the recent financial concerns.

Mr. Collins stated he felt it was good to have all of the housing concerns arise at
one time. He indicated that the concerns with Fannie Mae would be resolved by
the time this development began.

Mayor Harpstead asked if Ryan Companies had considered a residential partner
yet.
