<br />~ <br />~HlLLS <br /> <br />Approved: October 13, 2008 <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION MEETING <br />SEPTEMBER 15, 2008 <br />5:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order <br />the City Council Work Session meeting at 5:04 p.m. <br /> <br />Present: Mayor Stan Harpstead; Council Members David Grant, Brenda <br />Holden, Fran Holmes (arrived at 5:09 p.m.), and Dave <br />McClung. <br /> <br />Absent: None. <br /> <br />Also present: City Administrator Ron Moorse; Assistant City Administrator <br />Noah Simon; Public Works Director Gregory Hoag; Finance Director Susan <br />Iverson; Civil Engineer Kristine Giga; Community Development Director <br />James Lehnhoff; City Planner Meagan Beekman; Parks and Recreation <br />Manager Michelle Olson; Bill Weber, MFRA; and Chuck Janski, Bonestroo. <br /> <br />1. AGENDA ITEMS <br /> <br />A. B2 Small Area Plan <br /> <br />Community Development Director Lehnhoff presented the City Council with the <br />Small Area Plan. He reviewed where the project was today and indicated that Bill <br />Weber from MFRA was present to guide discussion as well to offer market <br />analysis, land use suggestions, design guidelines and an implementation schedule. <br /> <br />Community Development Director Lehnhoff indicated this item originated last <br />November from several redevelopment projects recognizing a corridor with a lack <br />of vision for the long term. He stated the City needed to reevaluate the design <br />
