<br />District Design Guidelines <br /> <br />Movement <br /> <br />Bicycling <br /> <br />Work through Ramsey County to rebuild and restripe County Road E <br />to include a pair of striped bicycling lanes plus a landscaped median. <br /> <br />Construct a dedicated bicycle/pedestrian connection over Minnesota <br />Highway 51, which could be part of a rebuilt bridge over Highway <br />51, an addition to the existing bridge, or a separate bridge. <br /> <br />Walking <br /> <br />There should be a six-foot-wide concrete sidewalk along both sides <br />of County Road E; along the east side of Pine Tree Drive and the <br />north side of Harriet Avenue; and along the west side of Pine Tree <br />Drive from County Road E to the entrance to the Country Financial <br />site. <br /> <br />When reasonably feasible, raised concrete walkways should be used <br />to connect perimeter public sidewalks to the front door of each <br />building in the district. <br /> <br />Bump-outs should be installed to help pedestrians cross Pine Tree <br />Drive and Harriet Avenue. <br /> <br />Construct a dedicated bicycle/pedestrian connection over Minnesota <br />Highway 51, which could be part of a rebuilt bridge over Highway <br />51, an addition to the existing bridge, or a separate bridge. <br /> <br />Drive-up windows should be discouraged because of their impact on <br />pedestrians.
