ARDEN HILLS CITY COUNCIL - October 13, 2008

17

taller than four stories along Highway 51 would be acceptable. She asked if the
plan could be more specific by stating the northwest comer rather than just north.

Community Development Director Lehnhoff stated that this could be changed
but also when the zoning code is amended it will probably be limited to four stories
within the area.

Councilmember Holden stated that Catholic Charities has a beautifully landscaped
property and she would prefer not to block this area with trees.

Mayor Harpstead stated that this would depend on the trees and the location of the
trees because there are already trees along the side of the street where Catholic
Charities is.

Councilmember Holden asked about the role of the City on page 4-2 item 9. She
stated that this statement needed to be all inclusive or taken out altogether.

Mayor Harpstead stated that this item could be changed to reference the City's
public financing policy.

Community Development Director Lehnhoff stated that a period after the word
redevelopment would leave this more open to the tools that are available now and in
the future for the City.

Councilmember Holden stated that the plan should be brought back before the
Council before a vote is taken.

Community Development Director Lehnhoff stated that the Planning
Commission has already reviewed the plan itself and they were supportive of the
plan.

Councilmember McClung stated that if the plan was going to come back to the
Council then the wording on page I -4 on the bottom of the page and page 1-5 on
the top of the page should be changed. He stated concerns about the manageable
short term traffic impacts and the plan putting the City in a position where they
would not be able to respond.

Councilmember Holmes asked if the plan was going to be coming back to the
Council for review before a vote was taken.

Councilmember Holden stated that there is no motion on the floor at this time to
table the item.
