ARDEN HILLS CITY COUNCIL - October 27, 2008

6

Community Development Director Lehnhoff stated that tr~ffic studies could be
included. He also stated that there was a traffic study already done as part of this
plan but there could be additional ones added.

Mayor Harpstead stated that this should be an optional issue as needed.

Councilmember Holden stated that the City owes it to the local businesses to
ensure their customers and employees have adequate access.

Community Development Director Lehnhoff clarified that at the end of the
sentence ~~and a traffic study if needed" should be added.

Councilmember Holden stated that additional engineering, traffic studies, and
review as needed.

Mayor Harpstead suggested changing the "will" to "may" so that the sentence
reads: Additional engineering, traffic studies, and review may be needed prior to
implementation.

Councilmember Holmes stated that the cost estimate used to calculate the cost of
the project was not clear on what was being constructed and how the numbers were
reached. She stated that the Council should review these figures because the total
cost of two million was referenced on page 1-5 and the City needed to be sure of
their figures. She also asked it the cost of the construction of the median was
included in the preliminary cost estimate.

Mayor Harpstead stated that the cost for the construction of the median was
broken down in the preliminary cost estimate for the Council in items 3-8, 14-15,
and 20-2 I.

Councilmember Holmes asked why there were six custom bus shelters included in
the preliminary cost estimate.

Mayor Harpstead clarified that the preliminary cost estimate was only an estimate
of costs for items that the City may want to include and it was not an inclusive list
or an agreement to purchase.

Councilmember Holmes stated that the Council needed to review the costs before
approving because there were items listed in the cost that the City does not
necessarily need or want and other items that should be included.
