<br />2. Section 1320 - District Provisions - The district provisions section addresses such items as <br />the purpose of the B2 district, land uses, setbacks, lot coverage, density, and other special <br />requirements that specifically apply to the B2 District: <br />· Purpose - 1320.04 Subd - Updated to reflect the purpose and vision for the B2 District <br />and sets the justification for adopting design regulations; <br />· Land Use Chart - 1320.05 - The following changes are recommended: <br />o Multi-family housing becomes an option in a Planned Unit Development (PUD); <br />o Hotel/motel use becomes a conditional use from a permitted use; <br />o Theater, indoor becomes a conditional use from a prohibited use; and, <br />o Land reclamation, mining, and vehicle-motorized, leasing and rentals are now <br />prohibited. <br />· District Requirements Chart - 1320.06 - The following recommendations are being <br />made: <br />o Front, side, and rear setbacks were reduced to allow for development closer to the <br />street; <br />o Building height was increased to 50 feet to allow the potential for four full stories <br />above ground; <br />o The maximum density for multi-family housing was set at 20 units per acre <br />o The lot coverage was increased to allow for more intensive use of the land but <br />landscaping quality must also be increased. <br />· Special Requirements for the B2 District - 1320.085 - Additional regulations that apply <br />to the B2 District: <br />o All new developments and significant redevelopments will be required to go <br />through the PUD review process; <br />o Minor improvements can be approved through an administrative review; <br />o Tattoo parlors and "payday" loan establishments have been prohibited; <br />o Special provisions for drive-up windows have been added; <br />o The provisions for institutional housing as an interim use have been removed; <br />o The previous design standards were deleted and relocated to a new section in <br />1325.05 Subd 8. <br /> <br />3. Section 1325.05 Subd 8 - Design Standards - In addition to the design regulations that <br />already exist in the Zoning Code (e.g. parking, landscaping, fencing, lighting), the following <br />provisions related to the review of building and site design in the B2 District have been added: <br />· Application - This section allows some discretion on the part of the City to apply the <br />design standards in accordance with the scale of a project (i.e. small additions to existing <br />developments could have scaled down requirements). This would be evaluated on a case- <br />by-case basis and subject to City Council approval. <br />· Building Materials - The building materials section lists the types and minimum quantity <br />of approved materials for primary and accent use.
