~
~HILLS

MEMORANDUM

DATE: December 1, 2008

TO: Honorable Mayor and City Council

FROM: Ron Moorse, City Administrator
Sue Iverson, Finance Director/Treasurer

SUBJECT: 2009 Employee Compensation Plan

Back2round:
The City Council did a market study in late 2007 and implemented a compensation plan on
December 1, 2007. On January 1, 2008, a 3% COLA was applied to this plan. The City Council
values its employees and is sensitive to the market in which they compete, therefore maintaining
a viable compensation plan is vital to the City.

Discussion:
Annually the City Council evaluates its compensation plan and determines if a cost of living
adjustment (COLA) is appropriate. During the 2009 budget sessions, a 3% COLA was planned
and discussed. Attached is the 2008 pay matrix adjusted for a 3% COLA. The seasonal
employee compensation plan has been reviewed by staff and adjusted to market conditions.

Recommended Action:
Motion to approve the 2009 Employee Compensation Plan for non-unIon employees as
presented.
