Arden Manor, Hunters Park Condos, Cottage Villas, and <br />Parkshore Apartments contract separately for recycling services. The recycling program also <br />includes the two community cleanup days, which is available to all residents. <br /> <br />Starting in March 2008, the City contracted with Eureka Recycling to provide curbside recycling <br />services (the contract with Waste Management expired in February 2008). Eureka charged the <br />City $2.95 per household per month ($35.40 per year) for a total annual cost of $86,518. The <br />contract with Eureka stipulates the service fee will increase each year based on the Consumer <br />Price Index for the Upper Midwest as determined by the Federal Reserve Bank of Minneapolis, <br />which is estimated at four percent. Therefore, the 2009 recycling fee per eligible household will <br />be $3.07 per household per month ($36.84 per year) for a total annual cost of$90,037. <br /> <br />The contract with Eureka includes revenue sharing, which allows the City to collect a portion of <br />Eureka's revenue. The 2008 estimated revenue sharing was $0.70 per household per month. <br />However, between March and October the City collected almost $16,500 in revenue share or <br />about $0.80 per month, which reduced the cost per household from $2.95 to about $2.15 per <br />month. Based on the changing economic conditions, Eureka does not anticipate an increase in <br />revenue sharing and there may be a decrease. Therefore, the 2009 budget includes an estimated <br />revenue share of$0.70 per household per month for a total potential rebate of$20,530.
